Building Product VOC Emission Evaluation Program
Established in 1997, the Assessment of Building Product Health Board (AgBB) has developed testing standards and, based on these standards, the AgBB Evaluation Program for VOC emissions from building products. Products that meet AgBB requirements are also recognized for use in international LEED construction projects. agBB testing can also be evaluated according to legal requirements (e.g. in France and/or Belgium) or by applying for a voluntary test mark.

A Royal Decree was issued on August 18, 2014 establishing threshold levels for emissions from building products to the indoor environment.
The regulation has been mandatory since January 1, 2015, when the products were first traded on the Belgian market. The transition period is until September 1, 2015, and resale of products marketed before September 1, 2014 is permitted.
From the cited point in time, no products may be placed on the market without the appropriate product emission documents in place as required.
The regulation applies to floor covering products consisting of 100% natural stone, ceramic materials, glass or steel.
The Belgian Decree is based on the European Construction Products Regulation (CPR). This is the third national regulation on construction product emissions in Europe and joins the principles of the German Institute for Structural Engineering (DIBt) and the French A+ VOC regulation.

French Directive on VOC Emissions from Building Products
In 2006, the French Agency for the Environment and Health (AFSSET) issued the first guidelines for limiting VOC emissions in indoor air (through building products).

The ISO 16000 test basis for the methods prescribed by German law is also used by the Committee for the Health Assessment of Building Products (AgBB) and the German Institute for Building Technology (DIBt).
