Building Product VOC Emission Evaluation Program

Established in 1997, the Assessment of Building Product Health Board (AgBB) has developed testing standards and, based on these standards, the AgBB Evaluation Program for VOC emissions from building products. The so-called AgBB program is periodically revised and adjusted, most recently in August 2018. As of August 2019, the 2015 version is no longer allowed.

The AgBB scheme is probably the most important European product emission testing scheme and defines the internal suitability (hazard prevention) of the products to be tested according to the requirements. By virtue of the evaluation parameters TVOC, TSVOC, NIK-free VOC, substance C and the R-value concept, it forms the basis for many voluntary test labels, such as Blue Angel, GEV emicode, natureplus or the Ecological Institute Label, however, the wider and sometimes more stringent requirements based on the precautionary principle represent a recommendation for low-emission indoor products , even for the more sensitive.

A Royal Decree was issued on August 18, 2014 establishing threshold levels for emissions from building products to the indoor environment.

The regulation has been mandatory since January 1, 2015, when the products were first traded on the Belgian market. The transition period is until September 1, 2015, and resale of products marketed before September 1, 2014 is permitted.
